LBA Executive Body

The LBA executive consists of the President, the two Vice-Presidents, the General Secretary, two Joint Secretaries, a Spokesperson and a Chief Coordinator with the President as the head of the organisation.

  • President

    The President is both executory head and nominal head of the organisation but he is not entitled to salary or allowances. Once the President is elected, he constitutes the executive body by appointing two Vice Presidents, the General Secretary, two Joint Secretaries, a Spokesperson and a Chief Coordinator. The executive power of the organisation is vested in the President, and is exercised by him either directly or through other executive officers subordinate to him in accordance with the Constitution of the organisation. The President presides over all the meetings of the General Council, Central Working Committee and any other meeting. The President is the custodian of the funds, properties and records of the LBA. No funds shall be allocated to any individual or organization except on his approval.  Apart from constituting the executive body, he also has the power to appoint any supporting staff to the office and take disciplinary action against the erring employees of the organisation.

  • Sr.Vice President

    The LBA Constitution provides for two Vice Presidents. In order to provide better representation to the Buddhist of Kargil district, who are in minority in Kargil district, one of the Vice Presidents is always nominated from Kargil and Zanskar branches to serve on rotational basis by these two. The Vice Presidents occupy the second highest post in the organisation. The Vice Presidents are not elected by the General Council Members, but is nominated by the President himself and holds the offices during the pleasure of President. They are not entitled to salary or allowances i.e. their posts are honorary in nature. They hold the office for a term of three years i.e. till the executive body is dissolved. However, they can resign from their posts at any time by addressing the resignation letter to the President. They can also be removed by the President from their posts before completion of their terms. When the President is unable to discharge his functions owing to absence, illness or any other cause, the senior Vice-President discharges those functions till the President resumes office. The Vice Presidents also function all such responsibilities as are assigned to them by the President or Central Working Committee from time to time.

  • General Secretary

    The position of General Secretary is one of the most important posts in the organisation especially with respect to the day-to-day administration of the organisation. He is appointed by the President for a term of three years i.e. till the executive body is dissolved. He holds the post at the pleasure of the President and is not entitled to salary or allowances. He acts as secretary for and at all meetings of the Executive Body, and all Central Working Committee and all General Council Members meetings. He prepares and distribute the agenda and other materials and keep the Minutes of all meetings. He is responsible for the maintenance of communications between the President and members of the executive body, and between the organisation and its various branches. He handles all such matters as are entrusted to him by the President or Executive Body. He coordinates the work of the various Standing Committees of the Association. He keeps the records of activities of the Executive Body and Standing Committees. He implements and ensures follow up action on all the decisions taken in any of the meeting. He reports annually, on behalf of the Executive Body, about the activities of the organisation and prepares the annual plan and budget in consultation with the executive body and the central working committee, which is finally presented before the meeting of General Council Members for approval.

  • Sr. Joint Secretary

    The position of joint secretary is another important post in the Association. Two Joint Secretaries as provided by the Constitution-Senior Joint Secretary and Joint Secretary are appointed by the President for a term of three years i.e. till the Executive Body is dissolved. They hold the posts during the pleasure of the President and are not entitled to salary or allowances. The role of the Joint Secretaries are to assist the General Secretary in ensuring the smooth functioning of the day to day administration of the organisation. In the absence of General Secretary, the Senior Joint Secretary discharges the duties and functions of the General Secretary. In the absence of General Secretary and Senior Joint Secretary, the Joint Secretary discharges the duties and functions of the General Secretary.

  • Joint Secretary

    The position of joint secretary is another important post in the Association. Two Joint Secretaries as provided by the Constitution-Senior Joint Secretary and Joint Secretary are appointed by the President for a term of three years i.e. till the Executive Body is dissolved. They hold the posts during the pleasure of the President and are not entitled to salary or allowances. The role of the Joint Secretaries are to assist the General Secretary in ensuring the smooth functioning of the day to day administration of the organisation. In the absence of General Secretary, the Senior Joint Secretary discharges the duties and functions of the General Secretary. In the absence of General Secretary and Senior Joint Secretary, the Joint Secretary discharges the duties and functions of the General Secretary.

  • Spokesperson/ Media Coordinator

    The position of the spokesperson is extremely important to disseminate the organisation's message to the people. He is appointed by the President for a term of three years i.e. till the Executive Body is dissolved. He holds the post during the pleasure of the President and is not entitled to salary or allowances. He is basically the Press Secretary or Public Information Officer of the organisation. The spokesperson's main responsibility, or role, is to provide a public voice on behalf of the organization. He is responsible to provide correspondence to the media and members of the public to answer any questions that they may have. He organises press conferences, speaks to the media about official activities or on any issue, representing the organisation.

  • Chief Coordinator

    The position of the Chief Coordinator is yet another important post in the Association. He is appointed by the President for a term of three years i.e. till the executive body is dissolved. He holds the office during the pleasure of President and is not entitled to salary or allowances. The role of Chief Coordinator involves facilitating communication, organizing tasks, and ensuring smooth collaboration between LBA and its branches, between LBA and other community organizations and government departments. He serves as a central point of contact, resolving conflicts, setting goals, and keeping everyone aligned with the organisation's objectives. He may also oversee schedules, track progress, and provide support to executive members as needed. He organizes and synchronizes activities, resources, and people to achieve a common goal. He typically ensures that tasks are assigned, deadlines are met, and communication flows smoothly within the Association. Overall, the Chief Coordinator plays a crucial role in ensuring the smooth functioning and success of their respective programs of the organisation.
