General Council Member (GCM)

The LBA organisation works in a very democratic manner. Due representation is given to each and every village or hamlet through their representatives called General Council Members (GCMs). Every Buddhist member of a village/hamlet or a town who are of 18 years and above, and whose name is listed in the Electoral Roll of the Election Commission of India in their respective places of residence automatically becomes the Primary Member of the LBA thereby forming the basic electoral college of LBA. The monks and nuns are not eligible to become Primary Members even if their names are in the electoral roll of the Election Commission of India, as they are represented in the Ladakh Gonpa Association. These Primary Members have the right to participate in electing their representatives called General Council Members. General Council Members (GCMs) are directly elected by the Primary Members in their respective villages/hamlets or town to represent them in the General Council of LBA for a period of three years. Every village/hamlet having a minimum of 50 Primary Members up to 300 Primary Members is given one General Council Member (GCM) representative. For 301 to 600, two GCMs are given and so on. Thus, there are three hundred and forty General Council Members (GCMs) in the Association. One of the most important tasks of General Council Members (GCMs) is to elect the President through secret ballot. The GCMs are the focal point of contact between the executive body and the village community. They are basically grassroot level representatives of the villages, thus forming the bridge between the executive body and the villages. GCMs along with the Associate Members form the General Council of the LBA.

General Council

General Council consists of all the elected representatives i.e. GCMs and all the Associate Members. The term of the General Council is of three years. The Associate Members comprise of the following:

1. President, All  Ladakh Gonpa Association
2. President, Lamdon Social Welfare Society
3. President, Ladakh Buddhist Association, Women Wing
4. President, Ladakh Buddhist Association, Youth Wing
5. President Skyanos Gogsum Otzer Tsogspa 
6. Presidents of all LBA Branches 
7. One representative from amongst the underprivileged and less affluent minority of Buddhist society.
The General Council is the supreme body of the organisation with all its members with voting rights, thus controlling all its functions and authority with its voting power. The General Council convenes its meeting under the chairmanship of the President, twice a year after a gap of six months.
